I definitely think that zoo has made some strides over where it was in years past (be Asphyxiated on the tram) but it has a way to go to really start pulling crowds. They really need to rethink some of the exhibits and keep cleaning up old run down buildings. You are absolutely right that they also need a "draw" to really start pulling the crowds.
